On March 31st and April 1st, 2013, the preparatory conference of the Ministry of Education’s "twelfth five-year" project: Service for the Economic Development, Build a Modern Vocational Education System was successfully held in Beijing. The conference was co-held by the "twelfth five-year" project group of the Ministry of Education, China's Higher Vocational and Technical Education Research Association University-Enterprise Cooperation Committee, Shandong Vocational Education Employment Guidance Center and Guanghua International Education Association.

Many leaders of different organizations and deans of different universities and colleges participated and gave speeches in the conference, including Dr. Yang Ke, committee member of the Ministry of Education Directing Committee of the National Vocational Education Innovation, vocational education expert; Prof. Yu Zuguang, Vice President of the Chinese Society of Vocational and Technical Education, Vice Director of the Ministry of Education Institute of Vocational Education Center; Feng Dajun, Director of the Research Center of China’s National Association of Vocational Education; Yao Chunsheng, director of Thesis Management Center, Ministry of Human Resources and Social Security of China; Ms. Lin Ying, President of Guanghua International Education Association and Ms. Gon Lihua, Secretary-General of Guanghua International Education Association.

Dr. Yangke, director of the general project introduced the meaning, ideas and plans of the project, and pointed out the meaning of the project is promoting the development of knowledge economy, the demand of personnel diversity, the balance of the educational system, the popularization of higher education and the transfer of technological outcomes into workforce. Dr. Yangke also suggested that all the branch projects research teams should be practical, research deeper rather than the surface work.

Yu Zuguang, the project consultant introduced the current status of China’s vocational educational system and pointed that” building a current industry system cannot lack of industrial culture.” He also deeply analyzed the direction and meaning of the vocational education system’s revolution.

Zhang Yafeng, Director of Guanghua International Education Association Research Center, analyzed the global demands for human resources, and pointed out that we need to build a vocational education system that fits China’s situation and train the personnel that fit different social requirements. At the same time, Zhang said that based on the experience of the construction of the advanced international vocational education system and China’s situation, we need to let a third organization combing the universities and colleges with the hospitals. In this research, Guanghua International Education Association Research Center, together with organizations like General Hospital of Armed Police Forces, Peking University Health Science Center, and Renmin University of China will build university-enterprise cooperation experimental classes to practice the research outcomes and train the practical personnel conforming to market demand. Director Zhang’s wonderful speech was highly approved by the participating leaders, they said that the construction of vocational education system is imperative, and they hope to work together to promote university-enterprise cooperation development.
